The “Parents’ Bill of Rights” Is Here—What Ohio Employers Need to Know

Ohio House Bill 8—better known as the “Parents’ Bill of Rights”—went into effect on April 9, 2025. While this law targets school districts, it also has significant implications for employers working in education and youth services.

What the Law Requires

Districts must know:

  • Notify parents of any significant changes in a student’s emotional or physical health
  • Allow parents to opt out of lessons related to “sexuality content”
  • Post specific policies publicly and grant access to instructional materials
  • Adopt a “religious release time” policy for students

What Employers Should Do

Even if your business isn’t a public school, if you employ educators, trainers, counselors, or work with minors, you should:

  • Review employee handbooks and training materials
  • Update policies around student or youth interaction
